To be fair, at least a good half of these creatures are exports from other States, that are dumping into California their 'human' garbage, throwaways, hobos, etc. That said, California is doing nothing to discourage this influx of out-of-state derelicts, and everything to encourage it. Harsh Marine Corps-style workcamps would go a long way to discourage new arrivals, and send most of the current ones running back to wherever they came from....as all are looking for a free ride, which is just what the progressives are giving.
