There was a pirate radio station in my town many years ago. They made it about a year and a half before getting their gear confiscated. They were broadcasting from a van and would drive and park around the city.
Good stuff, I miss it. Freeform radio with no ads is awesome.

The radio community is full of narcs. In the USA, the easily-accessible radio frequencies are denied First Amendment protections, to the extent that you must self-identify periodically while using them and are barred from using any encryption/encoding.

Tragically, private citizens who are in the community not only police the airwaves but will triangulate you and report you to the feds. Their reasoning for this is that if the community does not self-police that then either "terrorists" will use it or it will be shut down by the feds.
