If we had a legit government that was there to serve the people there would be legal clarification for things like this. The governors should get the state's lawyers to state when it is, and isn't, okay to kill someone who is violating your rights.
If the people do not like what the lawyers say then they can petition for the laws to be changed. I am guessing in some uncucked states they would flat out say "if people are using violence to hurt you, other people, or your property, or deprive you of your property, then they can be killed without repercussions."
I imagine stores with auto rifles in each corner of the store that would spray bullets when needed. Fantasy.

Right, and so the state needs to put that in plain english, and make sure that the whole population knows what the current laws say. If they are happy with this then it is on them, but until they have the information of what the laws of the land are, the government is not working for the people.
Nope, lived in NJ. If you retreat and brandish or use any weapon that is not a firearm in pursuit of violent force, without directly attacking the assailant, you will go to jail. This has happened many many times
