Other places have also done their own money or barter systems for local use. I know of 2 towns in France that do this. There is a whole movement for it:

It can be done but federal governments hate it so if you try, be careful.
Cool I know that government would come calling But by the time anything like this got notice, the communist America will be so demoralized that any feds that came calling would probably buy in and participate if offered. Otherwise they could be drowned/disappeared and nobody would care. The townsfolk will be passive aggressive toward the bureaucrats.
You'd be surprised how fast they notice this type of stuff. As far as resisting, if the town were large enough and the people tight, but I remember Waco.
Waco was in t's time and place the only outcome for Waco. Americans were all held in thrall by media then, and weren't interested in helping other Americans but it's already half that aren't buying it anymore, post Trump fake news. The election hysteria about getting caught told us it's over half.
The passive aggressive comment I made previously was really important in places like USSR where everything was black market. Just appeal to their own self interests in everything you say and do and they'll comply. The media advertising tsunami trained them for us.
