Usually when we get a scattering of seemingly random reports like that, I check the space weather for geomagnetic disturbances, a common cause of multiple outages in different locations.

I remember Trump wanting to upgrade our "vulnerable grid" a couple years ago, I think they've been doing that for a while here.

Also, a few years back there were several blackouts across the nation in different cities all at the same time.
