It is not worthless - it is a people's rebellion.

It means everything, basically that upper classes can't, and lower classes do not want to keep things going as before anymore.

Now would be the time of progressively escalating violence, and then the process either structures itself - or dissolves until the next explosion, which would inevitably be way harsher.
