Pence can stop it, and Congress can stop it. There has yet to be any role for the courts to stop it. The only role courts have in our system of governance is to decide which side (prosecutor/plaintiff or defendant) is correct. To date, no one has brought a case to the courts where the plaintiff had standing or the court has had jurisdiction. For example, Texas has no standing where PA state law applies. The courts are not deciding not to or refusing to get involved. They haven't had a proper case brought before the correct court by a legitimate plaintiff/ defendant with proper standing.
This shit isn't complicated. The problem has been grifter media that would rather grift for sheckles by bullshitting people for clicks than tell their viewers the truth.
If you steal a car but the owner or insurance company doesn't file charges, the cops don't file charges, the state prosecutor doesn't press charges, or the grand jury doesn't indict, then you get away with stealing the car. Its that simple.

Until Trump files a proper lawsuit with the proper court, or until Pence (or his substitute if he isn't available) counts the votes for Trump, or the Congress votes on an objection, there isn't anything anyone can do. And if none of these things happen, Biden wins. Not very hard to understand.
