Petal harbor happened at a time that would reduce american casualties. Most ships were empty or skeleton crew. One bb even was forced to have watertight doors locked open before the raid.
All ships were obsolete . Even destroyers let alone battleships.

The Japanese attacked US bases in the Philippines at the same time as the attack on Pearl Harbor. In fact the loss of the B-17's on the ground at Clark Field (due entirely to the "bumbling" of Douglas MacArthur) was a bigger strategic disaster than the loss of a couple out dated ships at Pearl. Were the Japanese absent from that attack as well?
The Phillipines were attacked shortly after Pearl Harbor, not at the same time. The Japanese needed to oil in Indonesia, and now that they were at war with the USA, it was the main target.
