It doesnt even need to be changed temporarily. Nobody new was gonna get Level 2 tomorrow
This was recently changed. It is now level 10, see:
"Due to a large amount of new users and to prevent abuse, the requirement for creating a sub has been temporarily increased to level 10 (was 2)." 17hrs ago
How does one gain levels?
One participates on the site, either by posting content that others like or be commenting in other threads.

Recent change: poal users now need lvl 10 to create new subpoals? Yes or no?
Do users need to reach Level 10 before they can create a sub, or is it still Level 2?
