Humans are too varied for effective drug testing. There are many drugs that are fine on some races but have side effects, sometimes dangerous side effects, on others. Differences in age, general health, hell even differences in weight can make a huge difference.

Stick with rats, they're bred to be consistent.

Everyone deserves a little decency. There is no reason to be a bigger dick than necessary to the people we lock up. If you aren't willing to at least treat them like humans you might as well just kill them. If they go through more shit while inside what will you get when they come out? I feel like it would just make the problem worse

I agree that we should just kill them. I figured people are fond of cowardly half measures and this would be a nice compromise. Dogs don't deserve to have toxic cosmetics slathered on them. Baby raping pedophiles do.
