I went to our state's caucus in 2016. My first one. I saw rampant cheating like this all over the place. They are gambling on you not watching or paying attention. Fortunately a whole bunch of people were, and we called them out when we saw this type of thing happening. It was infuriating. And there is no downside at all to them trying to cheat. It's not like they will go to jail if they get caught. So they will continue to do it.
The ONLY thing you can do about this is hold a camera phone up in clear view and record everything for the hours you are there. Then call them out and make it known you have a recording.
