We don't have the ability to generate much less put into orbit the levels of energy needed to do this. Also, lasers don't work that way. You've watched too many science fiction movies. You don't need to use helicopters across the entire area of the storm. You just concentrate the damage to key areas that were already damaged by the real storm. You amplify the destruction not cause it in its entirety. You then show the amplified destruction on the jewbox and everyone believes it. Show that same damage on repeat 24x7 for weeks and people will extrapolate that damage to the entire storm affected area. You only have to get the people to accept what they are shown. The people will fill in the rest for themselves.
