To some degree we do this out in the open. By we I mean most of the world with the funds to do so. At a minimum, cloud seeding to create more rainfall or snow. It was done at the Olympic games in Utah back in early 2000's and caused a huge amount of snow to fall.. Also, as a result it is believed that that lead to droughts across parts of Colorado and Wyoming. We just saw insane rainfall in Dubai that just had a large cloud seeding operation a couple of days before massive flooding hit the area and damaged a bunch of infrastructure and killed people. I remember reading that in China(I think? its been a while) they used jets to clear storm clouds for some event so that it would be sunny out during the event. Who knows what other damage that caused. The US has even talked about "bombing" tornados or hurricanes to disrupt their pattern and cause them to dissipate. To my knowledge this has just been gamed out on paper or simulations and not actually done. Who knows though? Yeah, Weather modification is real and is happening all of the time. It is just a question of what methods are being used and to what ends and where. I doubt we are currently using it as a weapon but I don't doubt that we are at least simulating it and trying to figure out how. I still think HAARP is a red herring intended to make you look where it is pointless to look but I could be wrong about that too. Simply put. yep, we are doing some shit. Military stuff (the stuff we don't get to see) is probably between 20-30 years ahead what is in the public world so who knows what is going on at this point.. We sure as hell are not allowed to.
