I've seen hockey players survive cuts to the jugular. It's survivable. The bigger question is what he was shot with and what damage it did. That sounded like a rifle, something small cal like a .223. Those tumble in flesh causing massive wounds. And thats assuming it was a neck hit at all. The way his body locked on impact indicates to me brain trauma.

Yeah, but a clean slice is a lot different than a section of it blown away
hence my second point. A tumbling bullet or hollow point....he was close to help, so he has a greater than 0 chance. But not by much from the looks of the video
I don't think it would be a rifle. They apparently think they got the guy that did it already, he would have been close. Looks like a old bald dem boomer.
I'm going strictly by sound from the vids. Whatever it was was smaller cal, from the sound of it.
Reports on X say it was a rifle. Not a lot of details yet. Some people are saying that he's in critical condition but still alive but there are no clear reports yet.
