Yup. They've just gotten good at being subtle about it in the past 10,000 years. Instead of funding them directly, we have all sorts of industrial complexes (not just the military, but education, police, infrastructure, all of them). The worst one is how welfare, when it isn't just funding the perpetually unemployed, is how megacorporations like Wal-Mart get taxpayers to pay their employees' wages.
