It is forcing the survivors to accept that they were not adequate enough or helpful enough to persuade the suicider not to kill themself. Even though, in most cases, the suicide had nothing to do with them.

They're victims because they had no choice in the matter and are negatively effected by it. That is the most basic form of a victim.

Victim- a person harmed, injured, or killed as a result of a crime, accident, or other event or action. I guess if you consider emotional trauma harm then I can see what you mean.
