I think it's too long. Even a week is too long. It takes almost no time at all for word to spread these days via social media / telegram / etc.
Giving people two weeks to plan and think it over is two weeks for government workers to comb through the various social platforms and get the details of organized strike locations and people involved in them and have them arrested or silenced to avoid the strike happening.
