There isn't a foreign air carrier operating ONLY in the US.

So then why does the regulation say “flights to, from, or within the United States”? I didn’t say they operate ONLY in the US, I said it applies to FLIGHTS within the US. Like if Qantas flies from Florida to California before going to Australia, that’s a foreign carrier flight within the US. There is no difference between that flight and a Delta flight from Florida to California; all passengers and crew of both flights would have already been in the US

Because foreign air carriers do fly within the US.

There is a difference between quantas and Delta.

One is a domestic air carrier not subject to the EA you posted. The other is a foreign air carrier and therfore subject to that EA.

I didn’t post the EA on this thread. I posted the FAA regulation stipulating that masks were required of all passengers that you never responded to and instead went into some strawman tangent about how a domestic flight has never been shot down

When asking about the difference between quantas and delta, you referred to the ea regarding foreign owned air carriers.

To respond to the statement made by the FAA regarding Biden's EO, fuck them. They have no authority to make you wear a mask. The same sentiment relayed to OSHA regarding Biden's EO to force employees to get jabbed.

The FAA has no authority to impose rules on the general public without clear and concise legislation by congress, and smoke screens that the airlines can use to impose their own rules on paying customers dont mean shit.

That airline could have just let the woman alone. They are under no obligation to abide.
