The TSA and the FAA, and every other fucking agency in existence has the same basic requirements to create a rule and push it on the industry that they regulate, which has never included "We the people". They can't just make shit up and demand Americans obey. And they don't. OSHA, unlike the other agencies, has ETS rules to get regulations out quickly when they discover a work hazard.

Again, it's an agency. All federal executive agencies have the same basic restrictions. Rules must be in accordance with laws and emergency rule making must be clearly permitted by congress. They can't make shit up as they go along. Has Congress passed a mask mandate? No. Can TSA enforce a mask mandate not clearly authorized by congress? No.
It's no different than OSHA with the jab mandate.

You are correct, there is no normal rulemaking for emergencies, the normal rulemaking process is for non-emergencies. That's why there's a separate statute outlining the emergency rulemaking process separate from the regular rulemaking process.

"Can't" is a mighty big word. You're confusing what ought to be with what is. Clearly, they can make shit up as they go along because they have already done that. They are also clearly enforcing a mask mandate not authorized by Congress. What you mean is that they shouldn't be permitted to do that. Those are two different things.
Again, OSHA has a jab mandate, but the companies are refusing to comply with the mandate because the employees are refusing to get jabbed and the companies can't handle the loss of employees. So the companies sued the government and are winning because OSHA, which is an agency of the federal government doesn't have the authority to mandate b the jab.
Similarly, the TSA has a mask mandate. If the passengers refused to comply, the airlines would be forced to refuse to comply and sue the federal government. They would win for the exact same reason companies are beating OSHA. TSA does not have the authority to impose a mask mandate.
The only reason there is mask mandate on airplanes is because fuck headed passengers comply and when one refuses to comply, those same fuck headed passengers go after the single passenger who is refusing instead of standing up for their rights.
