Because the TSA and the FAA are two different things. My question is why do you think the TSA would create a regulation for a specific type of flight and the FAA wouldn’t for the same type of flight but operated by a different carrier?

The FAA's regulation regarding mask mandates is no more binding on air carriers in the United States as OSHA's mandates are binding against employers.
