Wussified, maybe. A fat, contented, village dweller, definitely. The European professional class have always been an odd sort and that contentment rot has clearly worked its way into the law enforcement lower ranks. Thing is, my gut tells me that the package was too well prepared to have been put there by a foreigner. Too much thought was put into preparing the ammo container and its contents for submersion and later recovery. That was a native Brits ammo stash given the size of it, either a criminal or former military. Given the condition of the ammo, likely one of many, and otherwise forgotten. Britain has lost of their veterans lately, so I imagine more people will stumble across a dead vets/criminals firearms and ammo stash in such places.
