Perception of time is purely a function of memory. The brain has only a limited capacity for memory. It does not record events that are not noteworthy. You don't remember what you had for breakfast every single day.
Imagine if you had no memory of the past 20 years at all. To you it would seem that no time has gone by. But that would not be an accurate perception of reality.
So, what has changed in the past 20 years? With phones and computers we spend more time indoors, in front of a screen, and looking at our cell phones. You go to the same websites and look at the same shitposts. There are fewer noteworthy events that your brain chooses to record.
If you've spent the past year of lockdowns mostly indoors, you will feel like almost no time has passed at all. One day blends into the next and into the next, with no distinct memory of any one of them.
Being bored is supposed to make time drag on not go fast
The two are not mutually exclusive. Your attention can be occupied with tasks that are not novel, but are not noteworthy either. Like what you're doing right now.
I know what seconds used to be like. Theyre faster now. Way faster.
