You are raising a lot of complex ideas and I am trying to add salient points as well as I can by tapping away into the little square on my phone. I don't profess to have all the answers but because my responses are necessarily curt given the format they may appear so, that is not my intention so please forgive me if they come across that way.

Because whites are presently occupying an elevated position globally. Many good things come out of this in engineering and sciences but those developments will continue even with less whites. The agenda of the elites is to firstly equalize the economies of the various nation states to reach a scenario where they can feasibly be merged. If the economies of white nations continue to surge ahead, the other nations will take longer to catch up, they might never catch up. For this reason the economies of white countries have to be retarded and the populations suppressed. They no longer require war for this as other methods have been successfully developed such as pornography, fostering desire for material wealth instead of familial wealth, hormones in food etc. Our birth rates are plummeting, if it wasn't for immigration our decline would be terminal, they have to plot a fine line. These techniques will be rolled out globally as required.
Children are the wealth of a nation, this is why economic oppression is being instituted via homosexuality, birth control, female employment etc. These policies are not implemented in countries that are lagging economically. Not yet. It's all about the econ - the numbers - that is how they plan their strategy.

The role of the elites has corrupted beyond this point. They are focused on defending resources FROM populations. There position at the apex is absolute, their only fear is of their fellow man and their weapon against us is control. They see their role as protecting us from ourselves and for this reason humans are a liability and national governments are unnecessary complications. A surfeit of humanity is a risk and national governments are a risk - they are toiling to mitigate those risks whilst trying to appear as though they aren't to avoid a rebellion.

Star Trek is propoganda, but a story creates a shared delusion that can be useful. Mass Effect told a similar story and the characters were multiracial. The point is that this is just an example I chose to illustrate that their goal is to have a Federation of humanity, the one world government, and that is as good an example in the popular consciousness as any.

I don't think whites are especially under threat over any other race. You can look at how many Asians have been terminated under communism, one child policy etc. The starvations of Africans, the sectarian blood shed of the Semites, Shia / Sunni axis. All races are being culled, it is just that the white races leapt ahead during the industrial revolution, both economically and in numbers as they colonized the planet. It might have even been the catalyst for the agenda to bring matters under control. If we use the north american example; there were no whites there a few centuries ago and now there are hundreds of millions, furthermore they violently asserted their independence and continued to prosper outside of global control, if that happened in every nation can you imagine that there would be only one outcome? Conflict. No, they had to be brought under control, Kissinger called this 'The Balance of Power'. Please understand these people don't feel any racial loyalty, they weren't cheering on American success, all they saw was a growing problem and threat to control.
How do you think ETs will assess humanity if the route they pursue to get peace is enslavement, sabotage, and deception? I'd make sure humanity didn't get off planet if I were in that position.
I can only speculate, but I don't think it's beyond the realms of possibility that they might find our internal differences more barbaric. Presumably these aliens have already been through the process of unification? Or would there be democratic aliens and then another ship of communist aliens, both of the same species but different racially? Whose to say that the aliens haven't already been in contact and explained that we don't get out of the solar system until we prove we can at least get along with each other. If we can't do that then the odds are against us being able to conduct cordial relations with completely different species.
Your final paragraph strikes at the heart of the matter - the miscegenation and dysgenics will continue in western and white nations for as long as it takes to make the economic numbers go down. Then it will commence proportionally in other nations and peoples as white migration out of these lands to more economically favourable locations will foster race-mixing and multiculturalism over there. The shoe will be on the other foot until parity is achieved. I'm not saying I like it but that it seems to be their plan.
That said there is always free will and nobody is being forced to race mix. You are free to find and breed with the partner of the best genetics you can find and furthermore I hope that you do. Just be aware that genetic engineering is in our future and the humans to come will be able to select and modify for fitness and intelligence regardless.

Their problem isn't with whites per se but with the economic imbalance that they are creating. By growing certain national economies faster than others they move the goal posts pushing the inception date for Global Government further away.

This might be true in regional areas, but people in those areas are condemned anyway. As with the example of Star Trek that I gave in an earlier answer, I don't offer these works of fiction as examples of reality, these are instead useful insights into the thought process of the elites, they are downstream from reality. What they are first seeking to establish is a narrative, a possible sequence of events, then the useful part to us is the meta-narrative that sits atop. The meta-narrative gives the clearest expression we are ever likely to be allowed to see of their inner thoughts and plans. These plans are then placed in praxis - theory into practice - and we then finally encounter the results of their praxis in our lived experience. A useful resource for this would be Devon Stack over at Blackpilled who specializes in extracting the meta-narratives from Hollywood films (having previously worked in that industry). The equalizing of economies is essential to the plan, look at the way China was equalized and merged, The USA, Europe is currently undergoing the process. But they can't quite control everything - remember, they can't just come straight out and enforce the plan lest there would be rebellion, it has to be finessed into being, with consent.
The authoritarian decrees can come later, once we're all under the same umbrella.

Whites are smarter, their technology being given to non-Whites is the reason for growth of non-White populations, and yet under the current governments our numbers shrink.
You realize Whites had already colonized the planet before right? They are the original inhabitants of Polynesia and the Americas due to their development of ocean navigation and ships.

I have read about The Sky People in south america, the Atlantians etc. If it is true that white people are furthering the development of technology and sharing it the elites don't see a problem with that. Well that is where your ideas diverge completely from that of the elites. (I must stress that the ideas of the elites are not my personal ideas, I am just sharing with you what I have learnt about them so far, in my research, from observing their actions and in their own words.)
The elites have a 180 degree difference of opinion to you. They believe that doomsday could arrive if they DON'T do what they are doing. They believe their actions to erase races, disband nationalities and merge all humans into one united group - no whites, no blacks, no jews - to be absolutely mission critical to the survival and future prosperity of mankind.
You will never be allowed to have white nationalism, it is anathema to them. Nationalism will not exist at all under their system, nor will religion nor race.
Why do you assume unification has some value or is necessary? Why do humans or other species have to unify? To prevent war? I think it's more likely they simply genocide other species that don't respect their sovereignty and territory.

The first quote above postulates that humans will have abundant resources when (if) they become a space faring people. The second quote postulates the problem with humans having an over-abundance of resources on earth.
You can see the issue from the perspective of the elites and why they are so keen to have a control grid on human breeding and expansion before any theoretical space expansion can take place.
And how does that come about? Unification doesn't solve any of the problems as you can see from countries like Yugoslavia, the USA, historical China, Egypt, Rome, and all the other empires that died because of "unification".
I would argue that the only two relevant examples in that list are the USA and China. The other empires pre-date this plan of the elites that I believe had it's genesis about 150 years ago.
Also I should point out that elites will split nations as well if it serves the long term goals of the plan. In Yugoslavia, Palestine or India for sectarian reasons, or Korea, Germany or Vietnam for ideological reasons. You can't make am omelette without breaking some eggs as they would probably say. Sometime they can't reach their desired end state in one leap and they have to instead take a series of steps towards the goal. Temporary partitions also increase control (in of itself) and more critically for them provide a sort of economic thermostat function.
There's an assumption in this idea of ruining the USA to distribute Whites around the world that they won't give technology they know will ultimately destroy everything around them, not that we require such a complicated scheme.
It isn't an assumption - look at immigration as it is today, it is a fine balance of push and pull factors and they can be controlled and artificially stimulated. For example ISIS was created in the middle east and then it was smashed. 6 million Arabs marched into Europe. The EU also plans for 200 million Africans to join them in Europe in the next few decades, that is why they smashed Libya - to open up access. Huge movements of people are transferring from south to north America, all funded and organized at a supra-national level. One day the migration will be in the opposite direction.
This plan is being organized and funded by whites. They are elites, they have ascended above concerns of race and nationality, they are already international citizens criss-crossing the globe at will. They consider our concerns of blood and soil to be 'unhelpful' and they will not stop, ever, until the last nationalist on earth, the last racially pure people are absorbed.
In the USA all 'African Americans' have at least 30% european genetic admixture. The native indians, especially in the South have ceased to exist as a people except in small tribal pockets in the jungle - all are racial conglomerations with European DNA. Throughout the middle east, in Australasia, the Steppes of Eurasia - everywhere he has gone you will find white genetic material. White people are not dying out! They are hugely adaptable and beneficial genetically and they endure and proliferate and the world is improving because of it. Just because you see pictures of race mixing on here or in adverts, or gloating Jewish tweets about it does not make it reality. The absolute reverse is actually true.
We won't get that far because of what was done here and because no attempt to remedy it by the governments.
Our governments are considered to be transitional temporary bodies (by the elites) and the environmental considerations are the reasons they are using to buttress their decisions. They believe it is their duty to protect the planet from unchecked human growth but there are many steps that must be taken to bring their ultimate plan into fruition. We will witness how things play out during this exciting time.
Our role in this is to focus on the things that we can control in our own communities and environment to ensure success for ourselves, it doesn't do too much good to worry about the things we can't affect but it is wise to be aware of the framework we are operating within.
