As much as I love a good conspiracy, I have to say that this is not a death ray lol. Its a simple pole mount LED street light that will monitor the internal power supply voltage which thus monitors the main HV line feed to the light and if and when a power Brown Out happens, That antenna (ps monitor module) will stop transmitting and indicate a power outage to the HV Supply Company. Its simply a cost effective way to monitor Main Line Power Feeds in a city. The faster they can repair the issue, The faster they can start billing again.
