Remember, While congress was trying to FORCE every single government employee as well as all enlisted military they SPECIFICALLY EXEMPTED THEMSELVES AND THEIR STAFFERS.
The FDA/CDC/Etc. all did the same thing. They argued that it was "not necessary" for them to be included in the FORCED vax programs.

To be fair I made that same declaration. It wasn’t necessary for me to wear a mask either. I also declared myself and my business as essential and kept chugging along
