How to create a "safe and effective" vaccine.

Find a disease which used to be prevalent and deadly prior to advances in sanitation and nutrition. Create a "vaccine". Have it added to the "immunization register" so that you are immune from liability. Capture the "vigilance" system to design adverse event reporting and recording to be <5% effective. ... Profit.
