Seems to be a reasonable explanation of why China was working on it too. They have a looming demographic cliff due to the one child policy, they needed to figure out how to off hundreds of millions of elderly without resorting to the normal means of mass starvation or outright slaughter. I think it got out before it was "ready" though.
