If I believed in political solutions then I would suggest legislation to "cut the strings" related to COVID grants allowing organizations to now speak freely without crippling financial repercussion. Never gonna happen. Boards of directors, say for a church, could be held accountable if they signed up for a never ending potential liability contingent upon the speech of the organization.
