This is fairly common with any publicly released data especially when it's related to science products.

There are datasets that are available internally in the gov that most of the data is eventually made public but only after a period of time and 'cleanup' I know how that sounds and I agree but sometimes the data collection is such garbage that it's not usable.

On the other hand... I am sure there is plenty of data that should be released but isn't or is curated for a goal or political reason......
