WHO looking to regulate international pandemic responses. What used to be non-binding advice is now binding.
WHO struck out the language
The implementation of these Regulations shall be with full respect for the dignity, human rights and fundamental freedoms of persons
Instead added this language
The implementation of these Regulations shall be based on principles of equity, inclusivity, coherence and in accordance with their common but differentiated responsibilities of the State Parties, taking into consideration their social and economic development
WHO believes equity and inclusivity outweighs human rights and fundamental freedoms.
