Why would they bother to test the waters? They're just going to sneak it in quietly like the cowards they are.

yeah but they know information will spread around on the interwebs to people. so they have to A/B test to see if there is a high likelyhood of it getting out of hand. If people don't react as badly, they may hold off for a hort time until the metrics look better
