I wonder why?

The usual reason for these exemptions is that they would lose too many people to continue operating if they kept the mandate in place—they never care that what they are doing is immoral and pointless from a public health standpoint.

It implies these people were recently hired. Does that mean they couldn’t find enough enforcers who were willing to take the drugs themselves?

It also avoids any potential law suits from forcing the mandate.

If that mattered they wouldn’t be mandating these drugs for any employees.

this is why a lack of logic should immediately invalidate a law or mandate.

when there's no logic the only reason behind it is authority...BECAUSE I SAID SO.

Nothing says, "Justice," like, "our investigators cannot be asked if they behave in the same manner that they are investigating for which is an infraction for your organization but not the investigatory organ or its agent(s)."
