If I had to hazard a guess I'd say 1. the regime is dead broke. 2. its going to implode big time and collapse like a black-hole of purified misery into absolute dogshit sovietization 3. the zoos are dependent on the public dole, and probably like everything else, eyeballs deep in all sorts of crime-rings, fraud, and back room self-dealing. 4. zoos bumping off animals because the game of musical chairs is in effect over, and this is them deconstructing the circus without bothering to take down the tent or tell the patrons that the show is over. If I'm right, we'll see a lot of other tax-funded largess-dependant businesses and institutions experience declines, mass firings, walk outs, bankruptcies, open looting and scandals, and so on.
