You are correct. For clarity of others reading this thread, the policy went live on the CDC website back in May when they changed the rest of the counts for what a "breakthrough" infection means. They decided that the only cases of vaccinated people they would count are those that ended up in the hospital and everything else counted as unvaccinated.
