That's not a rash. Rashes are topical. This is skin peeling off like the first report. They are simply spinning it to appear less significant.
You can see the wounds are deep and weeping blood. Which means it's through all dermal layers.

I thought it was just the blisters popping. But that dark colour is very disturbing. I also noticed that the article says it goes up to her knees when it is clearly visible on the thighs. And also hands which they mention and brush off. She was sent home and wants others to get the jab, must be fine!

The ones on her hands are clearly necrotic tissue deep under the skin.
It does look different to her legs, which on looking again look more like bleeding under the skin. Look at the starburst on her right foot. It's like an explosion. It loo like under the skin bloodblisters (I've had one or two small ones in my life) but hers have popped without breaking the skin.
Edit: oh yeah there is a lot of blood on the bed. They are for sure blood blisters mixed in.
