There are homeless camps in Tokyo, I've seen them myself about 7 years ago. But they are all shamed and hiding from society. Japanese homeless hide in disgrace and Western homeless run around begging for stuff. You really have to go out of your way to find them, I found them under a bridge way out of the tourist area at night, when I was taking a random stroll. But I'm not discounting Tokyo in the slightest, it's one of the only cities in the world where you can wander aimlessly at night and not be in horrific danger.
People are going to end up homeless, but they should be shamed instead of reaching a point they expect free shit if they show up everywhere.
