Housing discrimination is illegal, even if it's not intentional ... even if it's because of something innocuous that just has the effect of not letting niggers and spics live with whites. For example, requiring that all homeowners not have a criminal history and be literate in English would be illegal because it's unfair to niggers and spics.

There are homeless camps in Tokyo, I've seen them myself about 7 years ago. But they are all shamed and hiding from society. Japanese homeless hide in disgrace and Western homeless run around begging for stuff. You really have to go out of your way to find them, I found them under a bridge way out of the tourist area at night, when I was taking a random stroll. But I'm not discounting Tokyo in the slightest, it's one of the only cities in the world where you can wander aimlessly at night and not be in horrific danger.
