[Disclaimer: I didn't read the entire article.] IMO, the drawback of the NPVIC will be SCOTUS. The Liberals will have to get the House, Senate, and White House, first. Then they need to pack SCOTUS. And, when NPVIC gets the required 270 'electoral college' votes to be implemented, it would (could) become law. I don't see the current SCOTUS letting that piece of trash legislation getting enacted. It's an afront to the Constitution.
