From the Florida Constitution (leg.state.fl.us):

SECTION 8. Right to bear arms.— (a) The right of the people to keep and bear arms in defense of themselves and of the lawful authority of the state shall not be infringed, except that the manner of bearing arms may be regulated by law.

The statement "shall not be infringed" is followed immediately by "Except that..."

So, they can't legislate how people own or carry arms, except when they legislate how people can carry arms. C'mon, Florida! So much for being "The Gunshine State."
