I’m not sure this will work on Somalians. They take flights back to Somalia to move cash and gold. I’m not sure if they ever wired their money.
Then there are the Dominicans in New York who buy loads of food with the SNAP money they don’t need and ship it to their relatives in the Dominican Republic (via small, Dominican shipping companies) who sell it at discount prices.
Mexicans send loads of money home, but I don’t think they’re all on public assistance. My understanding is they stay off the government’s radar and work cheap for cash (tax evasion).
It will stop a lot of leeches though. They’ll at least have to find more clever ways to get their scammed money out of the country.
