Thats because it was a campus security camera. That shit hasn't been updated since the mid 2000s.
The average security camera is practically useless.
The last camera upgrade I was on was in 2016. It was a state run prison. The cameras they specced out were the cheapest they could get.

Depending on the state they didn't even have cameras until 2018. I worked on gov for too long. I can state that as fact. They were still kind of shitty cameras though.
