Chelsea was supposed to be given Nita Lowey's seat in the House as part of a chain of payoffs. Lowey stepped aside for Hillary so Hillary could be Senator. Lowey was then supposed to replace Hillary as Senator when she became Sec. of State, which would have allowed Chelsea to 'run' for Lowey's vacant House seat. Lowey, however, was making too much money in her grift as the head of Appropriations. That annoyed the Clinton cabal and they forced Lowey not to run again, paving the way for Mondaire Jones. Jones was supposed to be the next rising star in the party, but never became much of anything.
