If that were true, the prosecutors would actually prosecute the perps. Yet they don't. However, if there's an open border agenda to flood our country will illegals, then a catch and release policy would be followed.

That's like saying a bullet is responsible for killing someone and not the person pulling the trigger. The border is the gun, the illegal is the bullet and the Biden Admin border policies pulled the trigger.
