Oil companies won't let this make a difference. Biden is basically their enemy, telling them they are finished and will be replaced with EVs. It's such a small amount, it will have zero effect on prices.

I wouldn't be surprised if this was just some last minute "fuck you" to ICE vehicles and everyone who owns one. "There was a natural disaster and you can't charge your EV to leave? Well there's no gasoline either, so ha!"
