I don't think Trump can use campaign donations for anything other than campaign expenses. If he uses them to pay the fine, they'll likely go after him for a campaign finance violation. (Which also might be the point.)

I didn't have the impression these are campaign funds <yet>, I thought they were his personal funds that he intended to use in his campaign. I could be wrong.
