This refers to White People. Either the bailout comes, or it doesn't. Doesn't matter. Either way, they will happily destroy anything they can, so long as they get paid for it with money taken from White People. And that's what will happen either way. One way is faster than the other, but both paths lead to the same punchline. They can't create anything, so they destroy what they can't control. This is the best they can do.
