I assume it's like any other state with the 2/3rds overriding it but that just doesn't happen often. Especially if people don't show up for the vote. This is one of the most corrupt states I've lived in and I've lived in a ton of states. I think it was 10 last I counted. I even ran for office in one.

Stop beating around the bush. They are Not migrants they are illegal alien invaders. The 'invasion' of the USA is already covered in US. law and it is called an act of war. So 'trespassing' is Not The Reason to shoot Invaders. Now ask the defenders of an invasion of the US. I didn't correct your grammar. I corrected a spelling mistake. What you said was a pilpul. And to your off-topic non point, I guess if an illegal jew was trespassing in Arizona then yes if the bill passes. Which it won't, it will most likely get vetoed.
