30-40 years ago it could have been simple oversight - if a death doesn't get reported to the election board, then how would they know to remove the person. Now, it's keeping them around as reserves, especially with all of the electronic systems that report stuff. There's no reason systems don't know that a person has died.

Forcing someone to re-register after say, 2 or 4 years of no activity would stop this, but that assumes that they want it stopped.

They'll stop it and remove them. But they will replace with pedro and pedro jr's vote

Now check if they cast a vote after they died. Being on the roll is just bad bookkeeping. Voting after death is someone committing fraud.
