Because they all believe that this is only a little paper cut on the grand transition to electric. They have been trying to make sure gas and diesel are expensive so electric vehicles are cost competitive. Notice how they wouldn't shut up about how EVs were cheaper than ICE when gas was $4/gal. And now that it's under $3 in most of the country no one wants to buy EVs? Now imagine they didn't bother making policy choices that drove up the cost of petroleum and imagine how much worse EVs would have done in the market.
They want to keep diesel high so electric semis and trucks can show up and offer a lower cost than the artificially inflated diesel prices.
Biden and his bosses are blaming shrinkflation as a deflection and to buy more time since EV trucks aren't ready yet. They'll probably never be ready.
