The issue we have to solve is this: How do you make them fear coming here without costing us more resources (like placing them into jail)?

Have the National Guard fire on border-jumpers with belt-fed machine guns. That should hamper their enthusiasm significantly. Longer term, stop providing illegals with benefits paid for with tax dollars. No food, shelter, clothing, social services - nothing. Remove the incentive to come here. Even longer term, put an end to the 'anchor baby' fallacy and deport the offspring of illegals who were born here.
